State Board of Cosmetology

The State of Ohio has created a process for issuing a Managing Cosmetologist license to those who qualify. The licensing procedures are governed by the Ohio State Board of Cosmetology, which falls under the umbrella of the Office of the Governor. The Board manages all activity related to cosmetology regulations and licenses, including the application process and conduct of licensees. Individuals seeking a Managing Cosmetology license must complete requirements established by the Board, either by demonstrating sufficient work experience or by completing manager’s coursework at an approved school. There are regulations regarding a license transfer process for qualifying out-of-state candidates. Though Ohio does require certain renewal paperwork in order to remain in good standing, licensees can take advantage of escrow or amnesty proceedings.

Obtaining a license
General

Applicants seeking to become licensed as a Managing Cosmetologist must complete the Manager’s Exam Application, which may either be based on work experience or through successfully passing a Manager’s Course curriculum at a properly-accredited institution.

Manager’s Exam Based on Work Experience

In order to qualify to take the Manager’s Exam Based on Work Experience, applicants must hold a current Cosmetologist license and show documentary proof of one year of full time work as such. The Board has established one year of full time as being the equivalent of 1,000 hours.

Manager’s Course

The Manager’s Course consists of 300 hours of training in the following areas:

  • Cosmetology continuing education rules and laws passed by the Ohio legislature;
  • Public heath and safety regulations for sanitation methods and proper disposal of supplies; and,
  • Advanced techniques, including scalp health examination, chemical treatments, and salon supervision.
Manager’s Exam

After completing the required work experience or Manager’s Course, applicants can apply to take the Manager’s Exam, which consists of 50 multiple choice questions. The application cost is $31.50, and candidates will receive same-day results of their testing. After passing the Manager’s Exam, applicants must surrender their current license and pay a fee of $45 to obtain their Managing Cosmetologist’s License.

Maintaining a license
Renewal

Ohio Managing Cosmetologist licenses must be renewed every odd numbered year. The cost to renew is $30, with a $45 late fee if the renewal application is submitted after the deadline.

Continuing education requirements

The Board requires Managing Cosmetologists to complete a certain number of continuing education requirements, with the exception of those who are in their first renewal period or licensees who are 65 years or older. Continuing education can be handled through correspondence course, online courses, or onsite at conventions or seminars. Managing Cosmetologists must complete eight hours during the two year renewal of license period.

Disciplinary actions

A Managing Cosmetologist may be subject to discipline for violations of the Board’s regulations regarding sanitation, license display, providing cosmetology services without a license and other prohibitions. The Board has the authority to investigate violations and issue proper penalties, such as license suspension or revocation.

Escrow and amnesty

A Managing Cosmetology licensee may apply to have the license placed in escrow if he or she will not be practicing for an extended length of time. The process enables the person to maintain the license without having to go through the entire licensing process anew when they want to reinstate it. Candidates must still pay renewal and processing fees, and complete the continuing education hours that would be required had the license not been placed in escrow. There is also an amnesty procedure whereby licensees to reinstate their license if it was allowed to lapse due to non-renewal.
